There should be a separate module just for notes tied to a Dist/Account Number, and/or customer number. Someplace you can make a note that would be seen in any module. For example, someone has a large outstanding invoice for property maintenance - you could put out an 'alert' note that would show up if that property owner was applying for a building permit. Or maybe there is a different mailing address that should be used on permits, invoices, water bills, code enforcement notices.... Maybe there is a permit that had specific notes that might affect future permits. Maybe there is a new property owner that is not yet reflected in tax records. There are many instances where 'universal' notes would save time and money.
This will also work if a property owes Escrow money.
